Okon, at the Defense Information Systems Agency (DISA)
Chief, Net-Centric Enterprise Service Customer Relations to establish
technical engineering partnership with the Services, Agencies, and
Joint Commands in advancing Net-Centric Services.
Colonel Okon was born on 21 May 1943 in Philadelphia, Pennsylvania. He was commissioned a second Lieutenant through the Officers Training School (OTS) in September 1966. He has a Bachelor's of Arts Degree in English from La Salle University in Philadelphia. In 1974, he earned a Master of Science in Telecommunications Management from the University of Southern Mississippi. Colonel Okon completed the Air War College, the National Defense Security Management Seminar, the Air Command and Staff College and Squadron Officer's School.
Colonel Okon's assignments included Langley AFB, Virginia, as the OIC HQ TAC Command Post Communications from 1967 to 1970. TUSLOG Det 6, as Director of Operations, Communications Group, Ankara, Turkey from December 1970 to December 1972. Returning to the United States he was a student at the Communications Staff Officer's School and the University of Southern Mississippi from January 1973 to May 1974. Colonel Okon was then assigned to HQ SAC, Offutt AFB, Nebraska, as the manager of the SAC Voice Communications Systems in June 1974 to February 1977. His next assignment was in Washington DC as the CONUS AUTOVON System Manager for the Defense Communications Agency from April 1977 to July 1981. He served as Air Force Communications Command's IG Team Chief and Division Chief on the Inspector General (IG)Team, Scott AFB, Illinois from July 1981 to July 1983. Colonel Okon moved to Spain as the Commander, 2186 Communications Squadron, Torrejon Air Base, Spain, from July 1983 to October 1986. He returned to Scott AFB, Illinois, as Objectives Division Chief, HQ AFCC October 1986 to August 1987 before being selected to structure the development of the new United States Transportation Command until August 1989. Colonel Okon moved to the Defense Information Systems Agency in Arlington, Virginia and completed his last assignment in the Air Force as Special Assistant to the Director and the Total Quality Management Director for the Defense Systems Support Organization.
Colonel Okon retired from active duty in the rank of Lieutenant Colonel on 1 February 1993.
His decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal, with two Oak Leaf Clusters, the Joint Service Commendation Medal, the Air Force Commendation Medal, with one Oak Leaf Cluster, the Joint Service Achievement Medal and the Air Force Achievement Medal. In addition, Mr. Okon was presented the Secretary of Defense Award for Excellence by Deputy Secretary of Defense Dr. John J. Hamre April 2000.
In December 1993, He was selected for an appointment at the
Information Systems Agency as the Quality Management Education and
Principal until 1 April 1996 when he was selected as the DISA WebMaster
and Chief for the Information Resource Division. In June 1997 he
was selected to be the Deputy Chief for the Applications Division to
Web technology into application development. In January 1997, Mr.
Okon was selected to be the Chief of the Electronic Commerce
Division. In 2002, He was selected for the Executive Leadership
Program (ELDP). In October 2004, Mr. Okon was appointed as the Chief of
Net-Centric Enterprise Services (NCES) Systems Engineering. On 05
May 2005, he graduated from the Executive Leadership Development
Program (ELDP). In October 2005, Mr. Okon was selected to organize and establish the NCES Customer Relations for the Program
Management Office. In addition, he is completing a third Master's of
Science Degree in
Computer Systems Engineering.
His hobbies and interest include Web Design, landscaping garden design and digital/video photography. He is an active member in the Armed Forces Communications and Electronics Association (AFCEA) and a Key Note Speaker for AFCEA. He was involved in PTA and he was The Director of Lay Eucharistic Ministers (LEM) and Sunday School teacher. He is the Web Master for four church organizations. His newest hobby is to design and build backyard water garden ponds. In addition, Mr. Okon is a trained Christian counselor and facilitator/leader completing Immanuel Bible Church program for Christian Counseling. He now attends McLean Bible Church where he and his wife Rosie host and lead an Asian-American Couples Bible Study Group studying Christian marriage. In addition, he is a host for International Students and a supporter for InterVarsity Christian Fellowship-Philippines.
Colonel Okon presently resides in Springfield, Virginia with his wife Rosie Go Okon.
